NYC: Dramatic warm-up, flooding risk to accompany early-week storm

Despite the frigid weather from the weekend, the next storm heading for the New York City area will bring mostly rain and a risk of flooding.
As an area of snow moves into the region, temperatures will rise into the 30s F on Monday, Presidents Day.
A period of sleet and freezing rain will occur during Monday night, before rising temperatures allow a change to plain rain from the coast to most inland locations. A few pockets of black ice may remain.

During Tuesday, strong winds from the south will allow temperatures to climb into the 50s, following the near zero F readings from Sunday morning.
Enough rain can occur to cause travel delays and poor-drainage area flooding. Minor flooding at times of high tide are possible on Tuesday, due to the strength of the onshore winds.

The air following the storm will be cooler, when compared to Tuesday, but far from the frigid levels of this past weekend. Highs will be in the 40s during Wednesday, Thursday and Friday.
A weak storm could bring a bit of wet snow and rain to the area on Wednesday.
