The National Weather Service relayed reports from trained spotters who said nearly an inch of rain fell in a half-hour – more than enough to cause major flooding problems in the desert city – near North 16th Street and Thomas Road just northeast of downtown Phoenix Friday morning. This led to several reports of flooded roads and washes, especially near Scottsdale and areas to the west.
Twitter updates from the Arizona Department of Transportation showed at least one Interstate 17 underpass wasn't navigable by cars due to flooding, and a road in Scottsdale was closed near the I-101 loop because of standing water. At least one water rescue was performed north of Phoenix when a motorist got stuck in floodwaters, the NWS also said.

"This is a VERY dangerous situation on the roadways," the Phoenix office of the NWS wrote on Twitter. "Please turn around and do not attempt to drive through these flood roadways."
The heavy rainfall forced more than a dozen flights to be delayed at Phoenix Sky Harbor International Airport, and three other flights had to be diverted, according to ABC 15 Arizona.
More than 16,000 APS customers lost power during the storms, nearly all of which were in the Phoenix area.
