AT 1000 PM EDT...NATIONAL WEATHER SERVICE DOPPLER RADAR CONTINUED TO INDICATE VERY HEAVY RAIN WITH RAINFALL RATES EXCEEDING 2 INCHES PER HOUR OVER THE WARNED AREA. HIGH TIDE IS ALSO OCCURRING AT LOCATIONS BORDERING THE ATLANTIC OCEAN. THIS WILL EXACERBATE FLASH FLOODING CONDITIONS AS WATER WILL NOT BE ABLE TO RECEDE IN SOME CATCH BASINS AS QUICKLY.
EXCESSIVE RUNOFF FROM HEAVY RAINFALL WILL CAUSE FLOODING OF SMALL CREEKS AND STREAMS...URBAN AREAS...HIGHWAYS...STREETS AND UNDERPASSES AS WELL AS OTHER DRAINAGE AREAS AND LOW LYING SPOTS.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO RECOGNIZE THE DANGERS OF FLOODING. IF FLASH FLOODING IS OBSERVED ACT QUICKLY. MOVE UP TO HIGHER GROUND TO ESCAPE FLOOD WATERS. DO NOT STAY IN AREAS SUBJECT TO FLOODING WHEN WATER BEGINS RISING.

* URBAN AND SMALL STREAM FLOOD ADVISORY FOR MINOR FLOODING OF POOR DRAINAGE AREAS IN... WESTCHESTER COUNTY IN SOUTHEAST NEW YORK... FAIRFIELD COUNTY IN SOUTHERN CONNECTICUT...
* UNTIL 1215 AM EDT...
* AT 911 PM EDT A BAND OF HEAVY RAINFALL ORIENTED NORTH TO SOUTH OFF THE NJ COAST WAS MOVING TOWARDS THE AREA. RAINFALL RATES ARE BETWEEN 2 AND 3 INCHES PER HOUR...HOWEVER THE AREA IS MOVING AROUND 50 MPH. THIS QUICK BURST OF HEAVY RAIN IS EXPECTED TO ARRIVE BETWEEN 930 PM AND 10 PM AND WILL LIKELY PRODUCE AROUND 1/2 INCH OF RAINFALL IN LESS THAN 30 MINUTES. THIS IS EXPECTED TO RESULT IN MINOR FLOODING OF POOR DRAINAGE AND LOW LYING AREAS.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
MINOR FLOODING MEANS THAT ALTHOUGH STREAMS AND CREEKS MAY RISE OUT OF THEIR BANKS...PROPERTY DAMAGE WILL BE MINIMAL. INCONVENIENCES CAN BE EXPECTED BUT THE FLOODING WILL NOT BE IMMEDIATELY LIFE THREATENING.
DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE ROADWAY. MOST FLOODING DEATHS OCCUR IN AUTOMOBILES. TURN AROUND AND FIND ANOTHER ROUTE.
BE PREPARED TO TAKE ACTION IF THE FLOODING THREAT INCREASES...OR A WARNING IS ISSUED.

THE COMBINATION OF PERSISTENT SOUTHERLY WINDS...AND HIGH ASTRONOMICAL TIDES WILL LEAD TO THE POTENTIAL OF MINOR COASTAL FLOODING DURING THE TIME OF HIGHS TIDES TONIGHT. HIGH TIDE IS FORECAST TO OCCUR BETWEEN MIDNIGHT AND 3 AM...WITH TIDES RUNNING AROUND 1 FT ABOVE THE ASTRONOMICAL LEVELS. THE TIMING OF THE HIGH TIDE IS EXPECTED TO CORRESPOND WITH THE TIMING OF HEAVIER RAINFALL...WHICH COULD WORK TO EXACERBATE THE SITUATION. A FEW AREAS WILL THUS LIKELY EXPERIENCE TIDE LEVELS CLOSE TO OR AT MINOR COASTAL FLOODING BENCHMARKS.
