Here's the latest from the National Hurricane Center:
- Celia's center was located 785 miles southwest of the southern tip of Baja California.
- Hurricane Blas's remnant cooler waters are kept Celia weak but the storm is intensifying.
- Celia is expected to become a hurricane tonight or on Sunday.
On average, the season's third storm forms by July 5, according to the National Hurricane Center.
