November is the last month of the Atlantic hurricane season, but there
is still plenty of warm water to fuel tropical development. The main
inhibitor to tropical development is increasing wind shear during the
month of November, which keeps most activity confined to the southwest
Atlantic Ocean, Caribbean, and southern Gulf of Mexico.
