Low Visibility at the Time of London Helicopter Crash

A helicopter crashed near the River Thames in London during the Wednesday morning rush hour. Police report that two people are dead, after the helicopter apparently crashed into a construction crane on top St. George Wharf Tower.
According to ABC, nine people were injured. The Associated Press reports that the crash injured 13 people.
The London City Airport Observation from 0800 UTC showed broken clouds with bases of 100 feet, which is very low, and visibility of about 700 meters. The temperature was 27 F/minus 3 C.
