The combination of a slow-moving non-tropical storm system pulling in
tropical moisture, including from Hurricane Joaquin led to historic
flooding in the Carolinas one year ago. Rainfall topped 18 inches in
eastern South Carolina. Charleston, South Carolina, was inundated with
11.50 inches alone on Oct. 3, which is now the city's wettest day on
record. The previous record was Sept. 21, 1998, with 10.52 inches.
